Digital Inclusion Takes Center Stage: Four Kenyan Counties Join the DEGESI Movement.

The digital drums were beating, and the energy was electric as four visionary counties—Wajir, Garissa, Elgeyo-Marakwet, and Turkana—joined forces with ACWICT to roll out the Digitally Enabled Gender Equity and Social Inclusion (DEGESI) Program. If this moment had a soundtrack, it would be one of triumph, hope, and transformation.

Wajir County

Wajir County? They didn’t just show up—they showed out first! Governor H.E. FCPA Ahmed Abdullahi, also Chair of the Council of Governors, and ACWICT’s Constantine Obuya came together in a dynamic handshake that echoed across the room. Mr. Colin Sykes from the British High Commission graced the occasion, lending a global nod of approval to this local leap forward. The room buzzed with optimism, ambition, and a shared vision for inclusive, tech-driven progress.

Garissa County

Garissa County followed suit and made a bold statement. The MOU signing saw Deputy Governor H.E Abdi Dagane and County Secretary Hon. Mohamud Hassan Mursal, with the fierce support of County Attorney Ms. Khadija Ahmed Mohamed, cement a partnership that goes far beyond paperwork. This was more than an event—it was a declaration: Garissa is ready to bridge the digital divide and build real, tangible opportunities for its people. And what better stage for this declaration than the UK Digital Access Programme’s Dissemination and Sustainability Workshop for the Strengthening Digital Communities Project, a gathering already buzzing with ideas on sustainability and digital empowerment.

Elgeyo-Marakwet County

Next up, Elgeyo-Marakwet County stepped into the digital spotlight. With H.E Governor Wisley Rotich, Chairperson of the ICT Committee at the Council of Governors, leading the charge alongside ACWICT’s unstoppable CEO Constantine Obuya, this MOU signing wasn’t just official—it was inspirational. The county made it clear: they’re investing in a future where technology uplifts, educates, and transforms. Cue the applause!

Turkana County

Then came Turkana County—resilient, bold, and ready. Mr. Joseph Nyanga Ekitela, County Secretary, stepped in for the Governor to sign the dotted line with ACWICT. In attendance were Charles Juma, Country Lead for the UK Digital Access Programme, and Ruth Emanikor, County Attorney. But more than dignitaries and titles, what filled the room was purpose. Turkana made it clear: they’re not just part of the digital conversation—they’re leading it.

Together, these counties have done more than sign documents—they’ve sparked a movement. A movement powered by purpose, shaped by innovation, and driven by the belief that digital equity is not a privilege, but a right.

Backed by the UK Digital Access Programme and implemented by ACWICT, the DEGESI initiative isn’t just changing lives—it’s rewriting the future. So here’s to the counties that dared to dream bigger. Here’s to communities rising. And here’s to a Kenya that’s stronger, smarter, and more connected than ever.
